Pursuant to the provisions of K.S.A. 12-3009 et seq., and K.S.A. 12-3301 et seq., the Standard Traffic Ordinance for Kansas Cities (51st Edition), as prepared and published in book form by the League of Kansas Municipalities, Topeka, Kansas in 2024 (the “STO”), is hereby adopted by reference, as if said model or standard ordinance were set out in full herein, save and accept such sections, parts, or portions as may be omitted or deleted, modified, or changed elsewhere within the Code of the City of Andover, Kansas.

Subsection 33(a) relating to Maximum Speed Limits is hereby deleted from the STO with substitute provisions having been enacted at Sections 18-201, 18-202, 18-301 and 18-302 of the Code.

The City Clerk or Deputy City Clerk of Andover, Kansas shall prepare and make at least one (1) copy of the STO, by marking or stamping thereon “Official Copy as Incorporated by Ordinance No. 1924.  With all sections or portions thereof intended to be omitted or modified clearly marked to show any such omission and to which shall be attached a copy of said ordinance and filed with the City Clerk to be open to inspections and available to the public at all reasonable business hours.

To expedite the handling of traffic offenses considered to be minor enough to be handled without a court appearance the legislature enacted K.S.A. 8-2118 which gives an accused person an opportunity to pay a fixed fine by mail.  These traffic offenses are classified as traffic infractions.  City traffic offenses, which prohibit the same traffic offenses as state traffic infractions must be classified as “ordinance traffic infractions.”  A list of ordinance traffic infractions showing the Standard Traffic Ordinance section and corresponding state statute appears in the Appendix of the Standard Traffic Ordinance.
