Any person who fills a capacity as Marshal, deputy marshal, or police officer of the City of Andover, Kansas, shall not accept appointment or employment as a security officer without first obtaining the consent of the Mayor and approval of a majority of the council members elected at a regular meeting, or a special meeting held for that purpose.
