It shall be unlawful for any person to drink or consume any alcoholic liquor, beer and/or any cereal malt beverage in any public place, or upon any street, right-of-way, alley or roadway within the City of Andover, Kansas (except such public places and/or events as may be duly licensed, authorized or specifically approved by the City of Andover, Kansas, to serve alcoholic liquor, beer and/or cereal malt beverage for consumption at such place).  Any person violating this section shall be deemed guilty of a misdemeanor and upon conviction shall be punished by a fine of not more than Five Hundred Dollars ($500) and/or six months incarceration upon conviction of the same.
