That there is hereby established in the City of Andover, Kansas, a Board of Commission to be known as “Natural Resources Board.”

The Natural Resources Board of the City of Andover, Kansas shall be comprised of five (5) members appointed annually at the first meeting of May of each year by the Mayor of such City, and in such years as a new Mayor is elected such appointment by such newly elected Mayor rather than the retiring Mayor, with the consent of the City Council. Said Board shall be comprised of five (5) members and their terms of office shall be for one (1) year, each term running from the first Council Meeting in May of each year to the first Council Meeting in May of the ensuing year.

For the purpose of this Article the words “Natural Resources” shall be construed to mean and pertain to oil, gas, coal and all fossil fuels, including, but not limited to, natural gas and other sources of energy as well as water supply of the inhabitants of said City to be used for any and all purposes.

It shall be the duty of said Natural Resources Board to promulgate and formulate recommended policies and procedures to the Governing Body of said City for the conservation of all energy, natural resources, and for the acquisition of, and the planning of the acquisition of additional, alternative sources of water and natural gas supply beyond those presently existing or now contemplated by the Governing Body and to encourage measures for the conservation of water and natural gas and other natural resources required by the citizens of the City of Andover, Kansas, and to promote educational programs among such citizens for the conservation of the same.

That expenses and charges incurred by said Board shall be funded by the Governing Body of said City from the general fund of said City or from such other special funds, grants, or loans obtained by said City in such amount as is deemed necessary by the Governing Body from time to time.
